FOCUS 6: BASIC SHELTER AND HOUSING

Access to basic shelter and accommodation is considered a basic right of every IDP and is provided for under the UN Guiding persons have principle 18 (2) (b) which stipulates as follows: All internally displaced has the right to an adequate standard of living. And at the minimum, regardless of the circumstances, and without discrimination, competent authorities shall provide internally displaced persons with and ensure safe access to: {..}; (b) Basic shelter and housing; {...}.
- "Adequate housing" defined:
Adequate housings defined in the UN Guidelines and principles is that which
  • its occupants: legal security of tenure, especially in the form of protection against forced evictions;
  • Is habitable in the sense of adequate space, physical safety, and protection from cold, damp, heat, rain, wind, structural hazards, and disease vectors;
  • Has sufficient accessibility that disadvantaged or vulnerable groups are not left without shelter appropriate to their particular needs;
  • Is at a physical location allowing affordable access to employment options, health care services, schools, child-care centres, and other social facilities and avoiding risks from pollution sources.

Current Situation of Shelter & Housing at IDP Camps:


In all the IDP Camps, IDPs have responded to the desperate need for shelter by making for themselves makeshift tents using whatever materials they can lay their hands on. A typical shelter is as seen in the picture below:

Erect a Tent Project

The project 'Erect a Tent' is a response to the plight of internally displaced persons who lack basic shelter and housing and consequently live under poor and precarious conditions

Project Goals

Replacement of each makeshift IDP accommodation with standard tents.
Construction of an ideal camp and batch relocation of IDPs

It cost approximately N5,000 to set up each standard tent, if we target 200 tents per month / camp we estimate that we will need N500,000 per month per camp. An individual, family or organization can commit to funding the procurement of one or more standard tents.

Construction of an ideal camp and batch relocation of IDPs

We are in the process of acquiring a massive piece of land which will be dedicated as an ideal IDP camp and appropriate facilities provided. We estimate that such a property will cost at least N100million. We also estimate that each block of standardized tents will cost N250, 000 and we propose 4 per month at a total cost of about N1million. An organization, family or individual can commit to supporting any part of this project.
